Macedonia is using a non-paper to explain its story, achievements in the Euro Atlantic integration process, and its position in the name dispute with Greece to the EU and NATO member countries. All Macedonian diplomats and experts who attend meetings with foreign representatives distribute this non-paper. The non-paper stresses that Macedonia made all possible concessions to accommodate Greece, under pressure: it changed its Constitution in year 1992, it changed its flag, and it agreed to use the anachronous term Former Yugoslav Republic of Macedonia in the international organizations.

The non-paper stresses that there has been no security-related incident between the two countries since Macedonia was recognized as an independent country; that Greek citizens are allowed to enter the country only with an ID card, as a sign of good will; and that the Greek Army opened a language laboratory in a Macedonian Army barracks in Skopje. The name dispute is termed a bilateral issue or a unilateral issue, considering that Greece is the only country that has a problem with Macedonia's constitutional name. Macedonia also emphasizes in the non-paper that if Greece vetoes Macedonia's accession to NATO and the EU, this would signify violation of the Interim Accord and termination of the talks for resolution of the name dispute.
