BDI assessed that the Badinter list should include approximately 85 laws. Through negotiations with the other parties, this list should be extended to include some laws necessary for harmonization of Macedonia's regulations with EU's regulations and a few projects that the Government is either yet to prepare or has already submitted to the Assembly.
The possible amendments to approximately 85 laws should be made with a Badinter majority because they contain regulations that concern the language, symbols, culture, personal documents, and the local self-government. These spheres pertain to the ethnic communities' rights. The constitutional amendments adopted in year 2001 foresee that such laws should be ratified through a special parliamentary procedure.
